The world needs more and better science education; and astronomy can be a leader if it has adequate facilities to do so. In addition, all of us "have-nots" need more telescope time for research, for ourselves and for our students. There are far too many interesting research programs not getting adequate observing time. Furthermore, there are many programs where a global link is needed to accomplish the objectives. A global network of automatic telescopes can help supply these needs, all of which are global, spanning all countries. A non-profit organization (GNAT, Inc.) has been formed to be the catalyst to develop and implement such a concept. This paper discusses the issues.
